Staffordshire County Council I am Older & Wiser Thank You

Hi Folks

It has been now six days since my last update.

The Independent Investigator has been asked by myself politly some basic questions regarding how the
investigation had been carried out and how she had managed to fail to see the substantial failure of the county council to act in an appropriate manner towards my Grandad and myself.

Here is the email as due to ongoing matters certain information has been redacted.

Dear Mrs xxxxxxxxxxxxxxxxx

I am writing to you as I would like to gain your views on the standard of your 63 page report undertaken by yourself on the 20th September 2012.

Since your report of the above date it has fully established that much of the information contained within the report was fictitious.

As this investigation has now been reviewed by many social care professionals and further reviewed by the xxxxxxxxxxxxxxxxx, I thought
that it would only be fair to advise you directly of my serious concerns and findings.

In relation to Complaint 1

It was your finding that   "The IIO is satisfied that the investigation was undertaken in accordance with procedures"

Your decision regarding complaint 1 has been overturned due to many failings found and failure of any proceedings of the investigation on the xxxx system.

It is the opinion of the   xxxxxxx that  " There was no application of the threshold criteria and the due process of undertaking an Adult Protection investigation
was not followed nor was its application fair.



In relation to Complaint 6

It was your finding not to uphold this complaint, however it has been established that little xxxxxxxxxxxxxx had taken place.

xxxxxxxxxxx have overturned your findings based on the evidence.

In relation to Complaint 14

It was your decision to not address this serious issue of how the county council were handling the appointeship.

xxxxxxxxxxxx are of the opinion that this was a valid complaint and as such Staffordhire County Council should have investigated my concern.


It has become fully apparent that excessive amounts of monies were unaccounted for between the CC and the carehome, further to this a serious failure within the CC process and policy
has been uncovered where monies are being provided by social workers to care homes and not recorded.

xxxxxxx have put evidenced facts onto both the late xxxxxxxx xxxxxx social care file including xxxx, These show the full extent in which Staffordshire County Council Staff had lied and reported
fictitious and derogatory remarks both to the detriment of myself and grandfather.

xxxxxxx have further apologized for the failure to provide social care when needed and for how I have been treated by the individuals concerned and the derogatory 63 page report.


I have recently become involved in an Independent Complaints Review Panel for how the Stoke on Trent Partnership Trust handle complaints and as such have been witness to investigations that have
been carried out by other Investigators.

Upon review of how the Investigation report published by yourself was written up I would like to share with you my feelings on how biased and prejudiced your report appears.

I am not sure if this was the intention, or if your failure to discuss your findings of xxxxxx and xxxxx with myself to gain the true facts of the situation prior to making your findings has
caused the complete failure of your investigation.

Please could you advise as to how much intervention the complaints and legal team at Staffordshire County Council had in your Independent Investigation and your conclusions, as the evidence shows that many serious failings took place including the failure to protect a Vulnerable Adult.


I hope that you understand why I have asked for your views on this matter as I am fully committed to ensure that no other family could be discredited by biased or failed investigations.



The Independent Investigator sought immediate contact with the county council prior to contacting myself by email.

Here is the reply.

 Dear Mr Bourne

As I was unaware that this matter had moved to review I  have contacted xxxx xxxxxxxxx at SCC before responding to you as the investigation was commissioned by the Local Authority and not the Trust.   I have spoken to her today.  I understand from Mrs xxxxxxxxx that this matter is now with the Local Government Ombudsman and as with any matter referred to the LGO I am unable to make any comment until the outcome of their review. No doubt the LGO will contact me should they require my comments.



It was so nice to see this individuals so called impartial conduct in action.

Prior to the individual carrying out the investigation she advised that she was impartial in the case and would not be biased.

This Investigator was biased and failed to establish the facts surrounding the actions and the conduct of the county council's own staff

Time will show that Staffordshire County Council have been the purveyor of their own downfall.


Hopefully over the next few weeks decisions will be made which will show the extent of how far this situation has had to go and how both myself and my grandad were treated.

Some of the information is available on the blog but not all at present.

I will then publish all documents and material to enable the reader to make their own decision on who is guilty of bias, incompetency, cover up and deceit.

My life has changed, I no longer trust the basic infrastructure that should protect vulnerable adults or any social worker to be truthful.

I no longer trust the police to be transparent or honest.

My faith in MPs completely shattered.

In simple words I am older and wiser.
